Hi guys,
I'm new to affiliate marketing and need some advices. Which one is better, whether developing an affiliate program to sell or market an affiliate? Also i wanted to know where can i find the best ones?

Why not do both. You can work both ways and then decide which one suits you better. Clickbank comes to mind when you say 'best ones'. ;-)
