If someone is willing to post for $.01 per post, then they are either dumb, flat-out broke and desperate, don't speak english, are 5 years old, or are copying and pasting the information onto your page. Offering $.10 per post is very standard, so I would stick to buying posters for that amount, and then negotiate the rate after you have seen their work, whether it's going to be more or less.
